I believe this is a second soundtrack offering more music in the spirit of the Celest game.
The soundtrack is available from a variety of sources including Bandcamp.

From Scarlet Moon's promo email:
Materia Collective is thrilled to release the Celeste: Farewell (Original Soundtrack) by composer Lena Raine. Following up 2018's acclaimed indie darling and ASCAP Video Game Score of the Year.

"It's been an intimidating prospect, to return to the world of Celeste for one more outing," comments composer Lena Raine. "The original soundtrack releases saw so much love from thousands of people, and so it seemed like an impossible task to follow it up with something new. It was only through creating something different, and adding to the existing sound of the game, that I felt comfortable telling one more story for these characters and world."
